Deborah Swingley has been the Chief Executive Officer of the Montana Council on Developmental Disabilities since 1999, and has been with the Council since 1986.  Prior to becoming CEO, Deborah served as the Council’s Grant Manager.  Under Deborah’s leadership, the Montana Council became the first documented, private nonprofit Council in the Country in 2003.

Deborah is a Montana native and received her education in Montana and the University of California/Irvine.  In addition to her work with the Council, Deborah serves on a variety of Boards and Task Forces pertaining to the disability services in Montana.  In 2001 Deborah was presented the Leadership Award, by the Montana Association of Disability Services and the Montana Department of Public Health and Human Services for her contributions to the service system.

Deborah has served on the Board of Directors of the National Association of Councils on Developmental Disabilities and as President of the Association in 2008-2010.  She has held a variety of leadership roles within the Association.  Deborah is a graduate of the Georgetown University Leadership Academy.    Deborah and her husband Ken live in Helena and are support staff to two miniature dachshunds.
